7.   REPORT, Committee on Internal Affairs, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Internal Affairs investigate how the bidding process was done for the former Phillips Avenue School located on Ashley Boulevard; and that the Committee be provided with all paperwork and bidding contracts submitted for this property; and further, that the Administration explain why former bidders on this property were not notified of the new bidding process on this building.

10.   REPORT, Committee on Public Safety & Neighborhoods, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that the Police and Health Departments consider conducting surprise visits across the City to all smoke shops and retailers who are permitted to sell vape-related smoking devices and accessories due to the increasing amount of underage youth purchasing and utilizing vape-related products; and further, that the Health Department put together an awareness campaign concerning the potential dangers of vaping, and that the Police Department be on the lookout for these items being illegally sold to minors throughout the City.

21.   WRITTEN MOTION, Council President Carney, requesting that the Committee on Appointments and Briefings discuss the establishment of a 9-member panel and the appointment of citizens to the panel for the sole purpose of conducting a review of the City’s Charter and making recommendations to the City Council and Mayor for any potentially necessary changes to said charter.

22.   WRITTEN MOTION, Councillor Gomes, requesting that the Committee on Public Safety and Neighborhoods, the Health Department, the Fire Department, the Massachusetts Department of Public Health and the U.S. Environmental Protection Agency (EPA), investigate the fire that took place at Brittany Dyeing and Printing Company, 1357 East Rodney French Boulevard on Saturday, March 9, 2024; said fire sent thick tan colored chemical smelling smoke from its stacks throughout the entire south end, furthermore, the smoke was overwhelming and made breathing and seeing difficult; and further requesting an immediate investigation into what the chemicals were, and if there was any harm to the neighborhood and that letters be sent to all departments to begin an immediate investigation and report back with findings to the Public Safety and Neighborhoods Committee.
